The Technology Impact Awards (TIAs) is the premier awards program devoted to promoting and celebrating innovation and high-tech excellence in the province of British Columbia.

There is a kind of complacency in the UK today which suggests that the battle for equality has already been won. Nearly three-quarters of the representative sample of women surveyed for the research for this report stated that they agreed with the statement: `Women today have as much chance of succeeding in the workplace as men'.



However, the facts tell a different story. Both the Equal Opportunities Commission, a government-appointed commission that works through the Department for Trade and Industry (DTI), and the Fawcett Society, the UK's foremost campaigning organisation for equality between women and men, took the opportunity of the 30th anniversary of the Equal Pay and Sex Discrimination Acts, both passed in December 1975, to examine how much has been achieved for women during that time.



What they have found is that women still do not have equal pay. The pay gap for full-time workers has narrowed but still exists. The pay gap for part-time workers — the overwhelming majority of whom are women — has barely moved and remains at around 40%.



There are more women in positions of power and authority than there were 30 years ago — but again, they are still in the minority — fewer than 20% of members of parliament (MPs) in the UK are women.



Yet girls outperform boys throughout their schooling and, although there are fewer female undergraduates in some of the more traditional `male' subjects of science, engineering and technology (SET), the women who do study these subjects tend to outperform men. (Indeed, these subjects tend to attract too few students overall, to the Government's disconcertion.)



Women, then, can be said to be better educated and better qualified, on the whole, than men. Nevertheless, when it comes to the boardroom, they are still woefully under-represented; fewer than 15% of company directors are women.



Attitudes persist, especially in the highly competitive industries such as advertising, that women simply do not have the kind of commitment it takes to get to the top. Undoubtedly, childrearing does take them out of the workplace for certain periods of time.



The Government wishes to redress this balance and has introduced a number of bills to encourage increases in the number of women in the workplace and that recognise the needs of parents and other carers and that promote the social value of that caring work.



This Market Assessment report examines the aims of the proposed legislation that includes the Work and Families Bill, the Childcare Bill, the Breastfeeding etc. Bill and the Equality Bill.



This report looks in detail at women in the workforce encompassing their employment rates, the types of work they do, the hours they work and how they get their jobs. It does this using government statistics collected through various ongoing surveys, such as the Labour Force Survey, and published annually in the Social Trends reports. It also uses original primary research, specially commissioned from NEMS Market Research, among a representative sample of 990 women in the UK, who were interviewed in December 2005 and January 2006.



Another major issue of great concern to the Government and to those agencies working on behalf of women's rights is that of pensions. As has been shown time and again, women live longer than men and are living longer than their mothers and grandmothers. However, the pension provision for many is inadequate and even in today's affluent society, one in every five pensioners is living in poverty.



Also of concern is women's health. The number of women developing breast cancer is increasing alarmingly and even though awareness campaigns mean pink ribbons are seen on the lapels of sympathisers everywhere, there is perhaps a more sinister reason behind the increase. Changes in lifestyle and hereditary factors play a part, certainly, but, according to the Women's Environmental Network, the increase in the number of oestrogen-mimicking chemicals in the environment is also a major contributor.



Another deadly disease — diabetes — is also discussed in Chapter 8 of this report — Women's Health. Worryingly, an increasing number of children are contracting the type 2 strain of the disease, and poor diet, lacking in nutrition, has been linked with the increase. It is women, the prime carers, who need to be better educated to take fewer risks with what they feed their children and what chemicals they use in their homes.



The statistical projections show that both men and women will continue to live longer. It is imperative, therefore, that they remain healthy enough to actively contribute to the economy for as much of their lives as possible.

As haulage companies get to grips with the London Low Emission Zone (LEZ), implemented by Ken Livingstone in January, the mayor's opposition are courting votes for the London mayoral elections with mixed approaches to this controversial issue.

In January, Mayor of London Ken Livingstone introduced the London Low Emission Zone (LEZ), but opposing mayoral candidates Boris Johnson and Brian Paddick say the LEZ is far from ideal.



Said to be the biggest urban environmental control in the world, the LEZ was aimed at easing smog and related health conditions in the capital. Now, in the run up to the London mayoral elections on May 1, the Conservative and Liberal Democratic party candidates have given their views on the matter.



Whilst Conservative candidate Boris Johnson supports the LEZ but believes that it has been too 'hastily' implemented, Liberal Democrat candidate Brian Paddick opposes the scheme altogether, citing its potential negative impact on the haulage industry.



What is the LEZ?



To enter the London Low Emission Zone, which covers most of Greater London, lorry drivers must ensure that their lorries meet the European Category Three standard for airborne pollutants. Those that do not must pay £200 a day to enter central London.



Lyall Cresswell of freight exchange Haulage Exchange says the LEZ is an extremely important issue for haulage companies. "The LEZ is affecting hundreds of haulage companies throughout the UK," he said. "It's therefore encouraging to know that these mayoral candidates are taking the issue seriously as a policy which must be considered if they are to stand a chance in the upcoming London mayoral elections."



Here is a brief run-down on what the candidates intend to do about the LEZ if they are elected to be Mayor of London in May.



Labour



Current mayor Ken Livingstone says the LEZ was introduced to cut dangerous air pollution. The Mayor believes there are still 1,000 people a year at risk of premature death due to smog, particularly those with existing lung or heart conditions.



Livingstone says seven out of 10 Londoners are worried about the air they breathe, and that this justifies the new system. He said that more than a million Londoners live in areas "with levels of air pollution that are dangerous to health, with children and older people most affected."



"That is why in January we introduced the London Low Emission Zone to reduce harmful emissions from lorries, and the most polluting coaches and buses," he said. "My manifesto pledges that if I am re-elected I will extend this zone to cover all lorries over three and a half tonnes and, in 2010, heavier vans."



The restrictions and charges currently only cover 12-tonne lorries with diesel engines, but under Livingstone's plans, buses and coaches weighing 3.5 tonnes will be included from July, and other vehicles (except for cars and motorcycles) from 2010.



Conservative



Tory London mayoral candidate Boris Johnson has said that he will review the London Low Emission Zone if he becomes mayor, and listen to what haulage companies have to say. He said: "I am behind the aims of the LEZ - but it is clear that this scheme has been hastily implemented by Livingstone."



"I pledge to re-hold a consultation on the western extension and be bound by its results. I will also review the LEZ and listen to Londoners -- including freight operators and other transport businesses."



Liberal Democrat



Liberal Democrat candidate Brian Paddick said he opposes the scheme due to its potential negative affect on haulage companies, adding that it will only result in a tiny improvement in air quality.



"It is clear from discussions I have had with traders that his scheme may well threaten their businesses," he said.



Affect on the haulage industry



The Freight Transport Association (FTA) estimates 10,000 lorries may breach the minimum standard and businesses forced to comply with the new restrictions face extra costs.



Some haulage companies have fitted 'pollution traps' to their lorries' exhausts; others have replaced old lorries with newer ones. Both are expensive options, and the FTA believes the haulage industry is spending an estimated £100m adapting to the new system.



According to Cresswell, Livingstone's LEZ plans for the future could further threaten the existence of many haulage companies. "I think there needs to be a lot more discussion on this topic and I would like to see members of the haulage industry being consulted thoroughly in relation to any future changes," he said.

-- Winterize your car. Take it in for a tune-up, and have the service technician check your brakes, tires, exhaust, heating, and windshield wipers/washer system.



-- Keep at least half a tank of gas in your car at all times. A full tank will help you avoid a frozen gas line in your engine.



-- Wash your car. Cleaning your car in winter will keep snow and road grime from caking on your car’s exterior lights, which makes it easier for you to see and be seen. Keeping it clean can also prevent anti-icing chemicals from corroding the exterior.



-- Parking in a garage will keep snow from piling up on your car, but remember not to warm up your car in an enclosed garage (or other area). A build-up of carbon monoxide emissions from your car can be fatal.



-- If you need to shovel your driveway or walkway, remember three things: 1. Stretch out beforehand. Especially in deep snow, shoveling can strain unprepared muscles. 2. Use your knees to lift the snow. Your back shouldn’t absorb the brunt of the weight. 3. Don’t overexert yourself; take breaks as needed.



-- Read the instructions before using any de-icer or anti-icer on your driveway. While environment-friendly products are now available, any de-icing chemical has the potential to harm your property if it’s used improperly. Some can attack concrete; others can harm vegetation. Don’t let a quick fix to a snowfall cause lasting damage to your property.

Approximately 15 million children, ages 9 to 17 in the United States have a serious mental or addictive disorder, but their parents are largely forsaken by the nation’s mental health system. One woman is determined to help those stressed-out parents find inner peace.



“We took our adopted son to 22 different mental health care professionals over 11 years before he was finally diagnosed and treated for Reactive Attachment Disorder, which was tearing our family apart,” says Janet Alston Jackson, who is now teaching parents how to manage their anger and frustrations. Jackson says her work is solely about supporting the parent, and not how to raise their children which she leaves to child experts.



Jackson and her husband Walter, are like many parents of children with special needs, who have traveled for miles to get help, and waited years searching for the right doctor, before they ultimately found help in Texas. “Good parents are burned out and have to nurture themselves as they travel this discouraging and scary mental health maze,” says Jackson author of “A Cry for Light: A Journey into Love,” whose memoir spotlights a growing problem. Child Psychiatry doctors is one of the most severe labor shortages among all medical specialties. Every child psychiatrist in the country has a waiting list, and the widening gap between the number of doctors and the needs of patients has become the priority of the American Academy of Child and Adolescent Psychiatry.



“Parents have to find ways to nurture themselves and find that inner peace while trying to deal with their children because it can be years before they find help,” says Jackson, a former court appointed child advocate for the Los Angeles Children’s Superior Court. The mother of three who is a behavioral consultant, owns Self Awareness Trainings with her husband. The couple who have been giving workshops since 1993 to teachers, parents, prison management and entertainment executives, teach their clients to live in the moment, the non-religious technique of living mindfully to reduce stress.

TEN PRACTICAL TIPS FOR BUSY PARENTS TO NURTURE AND CALM THEMSELVES

1. Deep Listening, without judgment or analyzing helps focus and calm the mind. When feeling out of control, listen deeply to the sounds around you. If you are in your car, listen to the motor and to other passing cars. Deep listening takes you out of the worry and the fear, and immediately calms the mind. Use the every day sounds around you to keep balanced such as the washing machine, the dishwasher, or simply the running water in the sink.



2. Walking meditation to reduce anger. Count your steps walking around your home, doing errands to calm yourself. Count one through twenty, then start over. Or count how many steps to each breath.



3. Get up half an hour before the child, and sit and focus on your breathing to prepare you to deal with your upcoming tasks and the children. Count your breaths to stay focused: Breathing in One, Breathing Out One. Breathing in Two, breathing out two. When you get to ten, start over again.



4. At Work: Take advantage of lunchtime as alone time. Sit in your car and listen to self help tapes, or relaxing music instead of commiserating with gripping co-workers about the job. Or walk during the lunch hour to release stress and keep fit. Take your iPod.



5. Burn incense, and keep relaxing music on around the house to set a relaxing tone for the family.



6. Exercise. Steal any time you can from your busy schedule to exercise to reduce stress.



7. Read self-help and spiritual books that inspire you. Carry the book everywhere to lift you.



8. The car can be a time to communicate with a child, but also a hotbed for sibling arguments. Train your child to have “car quiet time” to decompress from rushing to get somewhere. Tell them it’s quiet time until we get to the store. (Don’t use this for the entire outing…just for a ten minute destination, or less depending on the child’s age. Talk on the way home.) Children tell parents about their day when they first see them after school. Don’t use this as quiet time.



9. Tune into your thoughts and feelings without judgment. Just be aware of the sensations in your body, and the thoughts you are telling yourself without analyzing. Accept them all.



10. Connect with nature as often as possible to reenergize yourself. Garden, or take a walk in the park.

A hobby involving horses, requires a lot of board and upkeep, and doesn't make money unless one is in the breeding business. He suggests sticking to hobbies that grow wealth instead of dissipate it. For example, if photography is the hobby, one might defray the cost of all that expensive equipment purchased by commercial photo work.



In Forecaster Report #25, Kamin shows, by percent, what portion of net worth can be in various categories among his clients. E. G. Some of his clients who sell commercial real estate for a big profit may divert up to 10% of the after-tax profit into gold coins, so at least that portion doesn't get away from them.
