The Minnesota Voters Alliance (MVA) has filed a complaint with the Internal Revenue Service (IRS) asking it to review the appropriateness of the tax exempt status of the League of Women Voters Education Fund (LWVEF).

The Minnesota Voters Alliance (MVA) has filed a complaint with the Internal Revenue Service (IRS) asking the IRS to review the appropriateness of the tax exempt status of the League of Women Voters Education Fund (LWVEF). The complaint is based on the MVA's just-completed review of the IRS Form 990 tax returns filed by the League of Women Voters United States (LWVUS) and by the LWVEF, as well as other public documents.



The MVA is hopeful that the IRS will look into the matter quickly because it is important for thousands of other charitable organizations to know precisely what is allowed and what is not.



The MVA is also concerned about "the League's" involvement in conducting debates and distributing voter guides during this critical election season. Specifically, the MVA calls on the "League of Women Voters" to make clear to the public and the candidates that "the League" is a lobbying organization and to disclose widely, during the run up to each debate it organizes, what issues it lobbies for and which side it takes on the major political issues of the day. Further, the MVA seeks clarification of the allowable activities of lobbying organizations with tax exempt status such as the "League of Women Voters" and their acceptance of tax deductible donations under the same brand.



The parent organization, the League of Women Voters United States is, foremost, a lobbying organization, and "the League" is not neutral on the issues facing a divided electorate. "How can the League play a neutral role in a debate," Andy Cilek, President of the Minnesota Voters Alliance asks, "when it may be, at the same time, lobbying the incumbent on legislative issues like government-funded health care, higher taxes, or photo identification voting requirements, to name just a few of the many areas in which the League lobbies?"

Insurance veteran Don Bullard says new homeowners might be smart about one-time tax credits but are less savvy about home insurance discounts, which can reduce home insurance rates 15-30% -- year after year. Moreover, statistics show that those who could benefit the most from home insurance savings aren't always aware that discounts exist.

Insurance veteran Don Bullard says new homeowners might be smart about one-time tax credits but are less savvy about home insurance discounts, which can reduce home insurance rates 15-30% -- year after year. Moreover, statistics show that those who could benefit the most from home insurance savings aren't always aware that discounts exist.



Smart homeowners looking for savings this year may have netted the $8,000 tax credit. But they're not nearly as wise to discounts that could cut their home insurance rates--this year and next. And those discounts are surviving even the toughest of times, despite rising across the insurance industry.



Unfortunately, homeowners living on the tightest of budgets could benefit the most from insurance discounts but they aren't maximizing potential savings, and many of these homeowners aren't aware that discounts exist, says one home insurance expert. (http://www. donbullard. com) In fact, a recent survey found that "nearly 38% of respondents with a household income of less than $25,000 said they weren’t taking advantage of all possible homeowners discounts or said they didn’t know" that discounts can be used to reduce their overall home and car insurance costs.



The 2009 national survey, reported by industry association Trusted Choice, also found that 53 million household respondents "admitted they are probably not taking advantage of all homeowners insurance discounts or said that they simply didn’t know" about policyholder discounts they likely qualify for.



While nickels and dimes make good cents for homeowners, the survey numbers just don't make sense to Don Bullard (http://www. donbullard. com), a home insurance agent who heads an independent firm in Wilmington, NC. As an industry veteran of nearly 40 years, he's familiar with the range of discounts available -- even for coastal policyholders whose rates have leaped. He says discounts can reduce insurance rates 15 to 30 percent.



So why aren't homeowners taking advantage of home insurance savings?



"You don't know what you don't know," Bullard says. "There's a lot that homeowners don't know about their homeowner policies, whether they're first-time homeowners in a starter home…or your neighbor who bought his beachfront luxury home 10 years ago."



Shopping for insurance takes time and awareness. It should start with a policy review and explore home insurance competitor options and potential discounts. The process isn't just time-intensive--it's confusing to many policyholders, especially those inexperienced or who explore without guidance.



"If you're a first-time homebuyer, your awareness and decision-making about your homeowners insurance are limited by experience," the agent says. "You're not familiar with the jargon, the policy, the extent of your coverage or even how much that policy actually costs. Likewise, you probably believe that home insurance rates are standard; you may not be aware of industry competition... of the discounts that result from that competition," Bullard says.



"Chances are, you don't know that the same criteria used to qualify your home for a specific mortgage is often the same criteria that qualifies your policy for discounts such as new wiring, smoke alarms … even your credit score and marital status can net lower rates with discounts."



New homeowners are usually detached from their insurance policy -- moreso when costs are billed and paid from mortgage escrow funds, which are folded into monthly mortgage payments. "Escrow is a convenience that makes it easy to budget and collect expenses such as taxes and insurance -- the same convenience makes it seemingly more difficult for homeowners to opt-in on decision-making, change and control. They're detached from the process and the bills. Their billing and payment experiences are different--the learning curve is longer, and different. They don't benefit from the more immediate lessons learned by homeowners who shop for coverage and pay their premiums directly.



"This seems especially true of today's homeowners qualifying for the $8,000 tax credit--that's been my experience," he adds. "Most are using mortgage escrow for homeowners insurance, leading to misperception: many believe their mortgage company controls insurance. It's not true."



Consequently, rate increases and policy changes (http://www. yellowpages. com/info-10864271/Don-Bullard-Insurance/reviews? lid=157786639) affect this group of consumer differently. When home insurance climbs, monthly payments increase in step. But this consumer may not even be aware of what that increase costs annually, Bullard says -- it's less painful when budgeted incrementally over time.



"I've found that most new homeowner policyholders see insurance through the same lens as the mortgage. Then they continue to see this way--for years. The mindset isn't always the result of inexperience in terms of how long someone has owned a house. Even veteran homeowners will remain detached when they're not engaged."



Buying the home and buying home insurance are lateral processes. It's common for lenders and realtors to recommend insurance providers at purchase. As a result, new homeowners may not even realize that they drive selection, and can change providers if they choose.



Among this consumer, rate increases just don't create the same knee-jerk reaction that it does among homeowners who pay insurance premiums directly--and separately from mortgage. When their premiums jump, they shop rates and compare policies or more often, ask independent insurance agents to do the shopping (http://www. donbullard. com/home-insurance/) for them.



"Just because your mortgage company manages your premium payments, it doesn't mean they manage choice," Bullard says. "Seasoned homeowners realize they can still enjoy the convenience of escrow budgeting and enjoy savings leveraged through industry competition and discounts, too.



The experienced, savvy or seasoned buyer is also more inclined to maximize discounts, Bullard says, a peer experience which offers the lessons learned for the inexperiences to 'save.'

The Green California Schools Summit and Exposition, capturing the revolution in healthy, high performance schools, is coming to the Pasadena Convention Center December 5-6.

From December 5th to the 6th, the Pasadena Convention Center will offer an unprecedented view of the range of tools and strategies available to make California's schools the healthiest and most sustainable in the nation. Secretary of Education Dr. David Long, Secretary of State and Consumer Services Rosario Marin and State Architect David Thorman will all be on hand to open the event at the Pasadena Civic Auditorium.



The Green California Schools Summit and Exposition, with over 200 exhibitors, dozens of breakout sessions led by the state's green school leaders -- and a model green school building constructed in the center of the exhibit hall floor -- will capture all dimensions of the California's revolutionary green schools initiative.



"This is the first major opportunity that we've had in California to focus completely on K-12 schools in terms of the potential for energy savings and sustainability," notes David Thorman, California's State Architect, and co-chair of the Summit advisory board.



Schools are often the centerpieces of their communities. The awareness is growing in every one of the almost 1,100 school districts in California of the benefits of healthy schools. The Green California Schools Summit will meet a tremendous need to connect these districts with the products, services, financial incentives and information they need to begin or expand their greening efforts.



California has undertaken the largest school construction effort in its history, and there is focus and support at the state level for green, or high performance schools. State officials recently finalized rules regarding the allocation of $100 million in incentive grants to promote the use of high performance attributes in new construction and modernization projects for K-12 schools. The grants were established as part of Proposition 1D - the Kindergarten-University Facilities Bond Act of 2006, a $10.4 billion initiative for school facility construction and modernization.



Pre-conference workshops on December 4 will include a session to help schools understand how to access Proposition 1D grants, led by state architect Thorman and Rob Cook, who directs the state's Office of Public School Construction.



Numerous sessions in the summit will focus on the cost savings attainable through energy efficiency and other green strategies, as well as the resources available to finance these projects.



"The more events we can have to increase awareness, the more people will join in," said Kristin Heinen, assistant executive director for the Coalition for High Performance Schools. "This Summit is addressing a very broad range of green school issues -- not just facilities but also other important aspects, from gardens and nursing programs to nutrition. We can provide a foundation of what green goals are and an opportunity to talk about any green issue."



A Showcase for Possibilities



The summit exhibition will have four distinct venues. The main exhibit hall will be home to over 200 exhibitors, offering a chance to learn about and see products ranging from zero-emission paint and recycled rubber flooring to solar power and daylighting systems.



At the center of the exhibition hall, Bouma Construction will construct a Green School Demonstration Building. An experiential showcase, the Demonstration Building will enable attendees to experience, in context, various aspects of a green school. An outdoor display area will feature alternative fuel vehicles, playground equipment, grounds equipment and landscaping designs and products.



"It is time for all school districts to start incorporating green technology and sustainability in all new schools," said advisory board member Ted Rozzi, chair of California's Coalition for Adequate School Housing (CASH) and assistant superintendent for school facilities for the Corona-Norco Unified School District. "The position we find ourselves in is that we can no longer accept things the way they are. We need to start thinking about the next 50 years."

The need for innovative medicines apart, the huge ageing population in Europe is also likely to drive research on more effective drugs. Low fertility rates and increasing life expectancy have resulted in Europe having the most number of people over 65. This can have a deep impact on the healthcare system, especially drug development, since the over-65 age group is the single largest user of pharmaceutical products.



While the phenomenal demand provides exciting opportunities to pharmaceutical companies, they have also taken stock of the rising healthcare costs for the elderly and are doing their bit to keep their products cost-effective.



Apart from pharmaceuticals, the European market for medical devices is also thriving, having earned USD 41.2 billion in 2002. In fact, Europe is the second largest market for medical devices and equipment followed by the United States and Japan. This popularity could have something to do with the acknowledgement that prevention is just as important as therapy.



"The growth of the pharmaceuticals and drugs as well as medical devices and equipment segments is directly linked to the health services segment," notes Ms. Narasimhachari. The factor that can affect all three segments is the health policies in the EU. Public and private health insurance funds play a critical role in drafting drug reimbursement policies. The social protection structure is expected to undergo several changes and the resultant reforms could lead to increased out-of-pocket expenditure.



While framing policies, regulatory bodies are likely to address concerns of affordability and effectiveness of the healthcare system. High healthcare spending need not necessarily mean healthier citizens. Healthcare can be expensive due to use of sophisticated technology and the labour-intensive nature of the industry involving high costs of training.



Countries that finance and deliver health services through the public sector are more likely to have better control over the growth rate of costs. Countries that depend on only the government for basic coverage spend less on healthcare than do countries with multiple insurers.



To contain costs and spending on healthcare, governments have instituted policies to control prices, wages, number of hospital beds and size of the healthcare workforce, and place caps on health spending as well as shifting costs to the private sector. While some countries impose wage controls on their public sector healthcare workers, some others determine prices for medical services after obtaining approval from purchasers and providers of healthcare.



While spending caps were originally intended for the hospital sector, which was considered the costliest aspect of the healthcare system, they are now used to contain overall public expenditure on health. Healthcare providers are likely to respond to these controls by increasing the volume of services or changing the service mix so as to include higher paid consultations.



"The process of economic integration has been a catalyst to the diffusion of health technology and opened national markets to competition, tending to equalize prices and reduce costs," observes Ms. Narasimhachari. Since launching the Earth Day Race to the Finish Commuter Challenge two years ago, MetroPool, Inc. has succeeded in reducing nearly 12 million vehicle miles traveled (VMT), saving over a half a million gallons of gas and clearing the air of nearly 5,000 tons of emissions, according to Paul Scribano, outgoing chairman of the MetroPool, Inc. During the 2009 Commuter Challenge year alone that ended April 30th, commuters reduced their driving by 6,229,518 miles in Connecticut and lower Hudson Valley, NY counties, while reducing car trips by 223,331 miles, saving 281,887 gallons of gasoline and preventing 2,740 tons of emissions.



"This event has attracted many top companies in our area from IBM, UBS, RBS, Northern Westchester Hospital, Wyeth Pharmaceuticals and New York-Presbyterian Hospital," he noted, "to Swiss Re, Pepsi, Cartus, Pitney Bowes, Health Net, Pace University and Boehringer Ingelheim."



Last year, the renewed focus on carpooling stemming from the spike in gas prices even attracted the attention of ABC's Good Morning America and CNN. While CNN interviewed MetroPool President and CEO John Lyons for a mid-day segment, ABC ran a carpooling challenge with employees at Pitney Bowes Inc. in Stamford and Cartus in Danbury that included early morning broadcasts and daily web blogs.



The attention, Mr. Scribano said, is due in part to MetroPool's continued promotion of transportation demand management (TDM) solutions from carpooling, vanpooling, bicycling, and walking, to telecommuting, compressed work weeks, and riding public transit modes of commuting such as the bus, train and ferry.



MetroPool continues to promote popular ridematching programs that include the successful NuRide online network and EasyStreet vanpools.



According to Mr. Scribano, studies show that one ton of pollution causes over $120,000 in healthcare costs. The fact that MetroPool has helped to eliminate thousands of tons of emissions in the region it serves demonstrates how TDM contributes not only to curbing congestion and pollution, but to the health of children and communities, as well.



Another support for commuters and employers alike is MetroPool's promotion of the federal Commuter Tax Benefit, which doubled in the pre-tax deduction offered to employees as a result of the Stimulus Package signed last February. The amount of pre-tax income that commuters enrolled in an employer-sponsored program can deduct from their gross income increased from $120 to $230 a month.



The increase enables vanpoolers and transit-commuting employees to save an additional $1,000 a year. Plus, companies that offer the benefit will save an additional $100 per employee in payroll taxes annually.
